Notes: A detailed survey of the conditions in the Territory of New Mexico, with an overview of the counties and towns; industrial development; the doings of federal officials in the territory; and reports of territorial officials.

Otero, in office as the territorial governor for nine years, remains the longest-serving Latinx governor in US history. He was part of a New Mexican business and political dynasty, was proud of his Spanish roots, and promoted nuevomexicano throughout his career. While this report is not appreciably shorter than those of other years, Otero in his opening message says he has attempted to make the reports more concise, per the request of the Secretary of Interior. His own message is limited to two pages, concluding with a call for New Mexican statehood.

This report also includes contributions from José Francisco Cháves (pp. 49ff.), another early Latino elected official.
